Despite the
severe economic downturn and clear worry about jobs and their own
livelihoods,
residents reported no decrease in their sentiments about local
government services or quality of community life. At the same time that
residents’ concerns about the speed of population growth were abating,
the everpresent worry about the scarcity of jobs rose steeply. Read

Many jurisdictions track their performance using standard performance measures to describe what they are doing: like numbers of employees per 1000 population; cost of fleet maintenance per vehicle; number of cleared Part 1 crimes, etc. But these same jurisdictions still face the bigger question, “How are we doing?” This short article offers a broader perspective about measuring performance and how resident opinion fits into the performance management picture.
